Competition details and format
The Rwandan Second Division represents the second tier in the Rwandan football system and is organized by the Federation Rwandaise de Football Association (FERWAFA).
In October 2023, FERWAFA announced that 28 teams were licensed for the 2023-2024 season of the Second Division, compared to 20 teams in 2022-2023. They were divided into two groups of 14 teams each, Group A and Group B. Most of the teams had participated in the 2022-2023 season as well, or in previous editions of the Second Division, but there were also two teams relegated from the 2022-2023 National League, as well as a few teams promoted from the Third Division. The groups were largely made up taking into account a balanced distribution of the teams in terms of value, and the geographical location, as much as possible. The competition started on 4 November 2023 and is scheduled to end in May 2024. In the meantime, in the first half of the season, one team (The Winners FC) withdrew from the competition, and all their results were cancelled, so Group B remained with only 13 teams.
In each group, every team play every other team twice, once at home, and once away, in a double round robin championship, a total of 26 rounds. The winners and the runners-up in each group qualify for the promotion play-offs. The promotion play-offs will be played in a Final Four format, each team playing every other team twice, once at home and once away, a total of 6 rounds. The Second Division winners and the runners-up promote to the 2024-2025 Rwandan National League.
The two teams that were relegated from the National League, Rutsiro FC and Espoir FC, were initially considered the main favorites for promotion. They were distributed in two different groups. In Group A, Rutsiro FC soon emerged as leaders, gradually enlarging the gap between them and a group of teams fighting for the second place, including La Jeunesse, Intare FC, Nyanza FC, Kamonyi FC and Addax FC. In Group B, however, Espoir FC were not able to top the group, which is led by Vision FC, a team which had fought for promotion in 2022-2023 as well. AS Muhanga, Espoir FC and Interforce FC are also involved in the battle for the top two places, leading to the promotion play-offs.
The teams classified 13th and 14th (last and second to last) in each group may be relegated to the 2024-2025 Third Division. They will be involved in a play-out championship, to avoid relegation. The bottom two classified at the end of the play-out championship might be relegated to the 2024-2025 Third Division.
Teams promoted from the Third Division or those otherwise accepted to the Second Division are those which are more likely to be involved in the relegation area. In Group A, Unity FC are bottom, and a group of five teams, UR FC, Vision Jeunesse Nouvelle, Aspor FC, City Boys and Tsinda Batsinde are right above, trying to avoid the second to last place leading to the relegation play-out. In Group B, The Winners FC had already withdrawn from the competition, while the United Stars and Esperance FC fight to avoid the other relegation place in this group.

Geographical distribution of the teams
Almost half of the teams (11 out of 28) are from the capital city of Kigali or the province of Kigali. They are almost equally distributed among the two groups, 6 in Group A and 5 in Group B. The Southern Province (with 6 teams) and the Western Province (with 5 teams) are also very well represented. Teams from the Southern Province are also equally distributed among the two groups, 3 in Group A and 3 in Group B. However, teams of the Western Province are mainly in Group A (4 out of 5), and only one team (Espoir FC) is in Group B, most likely because the two teams relegated from the National League had to be placed in two different groups, and both relegated teams were from the Western Province; therefore, one of them (Espoir FC) was moved into Group B. The three teams of the Northern Province are also to be found in both groups, but two of them are in Group B and only one (Intare FC, actually on the outskirts of Kigali) is in Group A. The three teams of the Eastern Province are all in Group B.
