Competition details and format

The Peruvian First Division (Primera División in Spanish) is the main football competition in Peru and the top tier of the football system in Peru. Since 2019, it has been officially called Liga 1 (Liga 1 Movistar for sponsorship reasons). Primera División is however the generic name and it was the 103rd edition under this name in 2019. The previous name, Torneo (Campeonato) Descentralizado, is not in use anymore. Sporting Cristal were the defending champions but they lost 2-1 on aggregate to Alianza Lima in the play-off semifinals. Deportivo Binacional surprisingly became national champions for the first time, after defeating Alianza Lima 4-3 on aggregate in the play-off finals. It was the second consecutive year when Alianza Lima lost the finals, after they were crowned champions in 2017.
The competition was organized mainly by the FPF (Federación Peruana de Fútbol – Peruvian Football Federation) with the help of the ADFP (Asociación Deportiva de Fútbol Profesional – Professional Football Sports Association). Most matches were broadcasted by Gol Perú (Gol TV) and few matches by Panamericana Television.
This was the first time since 1975 that 18 teams participate in the competition, an increase by 2 from the 16 teams which had competed in the previous years. The Peruvian First Division was divided into 2 tournaments (Apertura and Clausura), usually followed by a decisive play-off between the winners of the tournaments and the teams classified first and second in the aggregate table (if different from the winners of the tournaments) to establish the champions. In the event that the same team wins both tournaments, they are crowned champions and no play-off is played. The Torneo de Verano, a summer tournament which had preceded the Apertura in previous years, was not played anymore.
Therefore, the first tournament to be played was the Apertura. Each team played each other once, a total of 17 matches. The winners of the Apertura qualify for the play-off semifinals if they are among the top nine in the final aggregate table, and they might qualify directly for the finals if they are classified first or second in the final aggregate table. The winners of the Apertura also qualify for the next year Copa Libertadores. Deportivo Binacional were crowned winners of the Apertura on the 1st of June 2019, when they won 2-0 at home over Sport Boys, in the 16th round, increasing to 8 points the gap over second classified Sporting Cristal which had only two matches to play. Deportivo Binacional also had a good run in the Clausura and classified second in the aggregate table and therefore they qualified directly to the play-off finals.
The second tournament was the Clausura. Points earned during the Apertura were not carried over in the Clausura. Teams played each other once, a total of 17 matches, in the same order and reversed location in respect to Apertura. The winners of Clausura have the same status as the winners of the Apertura, so they also qualify for the play-off semifinals if they are among the top nine in the final aggregate table and might qualify directly for the finals if they finish first or second in the aggregate table. The winners of the Clausura also qualify for the next year Copa Libertadores under the same condition. Alianza Lima eventually won the Clausura, in the very last round, when they needed to win away at Unión Comercio to maintain their top position and they eventually succeeded a 3-2 victory which guaranteed a place in the play-offs.
The final aggregate table (Apertura + Clausura) was again very important. For the first time, beginning with 2019, the teams classified first and second in the aggregate table would qualify for the play-off semifinals even if they did not win either tournament and therefore have a chance to become national champions. If the teams finishing first or second in the aggregate table are also the winners of any tournament, they will be qualified directly to the play-off finals. However, if the same team wins both tournaments, they are champions and no play-off is played, so the second classified in the aggregate table cannot participate in the play-offs. Sporting Cristal classified first in the aggregate table and qualified for the play-off semifinals, even if they did not win any tournament. They were sure of their spot in the play-offs after winning 2-1 over Alianza Universidad on the 17th of November 2019, in the second to last round of Clausura, as they could no longer classify lower than second place in the aggregate table, and eventually classified first, with the help of the two points bonus for winning the reserve league. Deportivo Binacional, the Apertura winners, classified second, and qualified directly to the play-off finals. Alianza Lima, the Clausura winners, classified third and qualified to the play-off semifinals. The other teams failed to qualify for the play-offs.
The aggregate table also decided the relegation, as the two teams with the worst overall record (classified 17th and 18th) are to be relegated to the Second Division. Pirata FC was the first team mathematically relegated after their 3-0 defeat away at Academia Cantolao in the 14th round of Clausura. Sport Boys, Universidad de San Martín, Unión Comercio and Deportivo Municipal fought to avoid the other relegation spot. The decision of the Justice Board of the Peruvian Football Federation to award 3-0 to Universidad de San Martín the result of the match against Unión Comercio, which won initially 2-1, among other sanctions, threw this club in the relegation area. Unión Comercio recorded five consecutive defeats in the last five rounds, and these were also directly responsible for their relegation, mathematically only at the end of the last round, which they lost dramatically to Alianza Lima.
The possible remaining berth(s) for the Copa Libertadores and almost all teams to participate in the Copa Sudamericana (except for the winners of Copa Bicentenario, which qualify for Copa Sudamericana if they are not already qualified for Copa Libertadores) were established according to the final ranking of the aggregate table. The teams qualified for the 2020 Copa Libertadores were the three teams qualified for the play-offs, Deportivo Binacional, Alianza Lima and Sporting Cristal, as well as fourth classified Universitario de Deportes. Second Division Grau won the Copa Bicentenario, and therefore qualified for the 2020 Copa Sudamericana, so the three remaining berths for the next year Copa Sudamericana were allocated to the teams classified fifth, sixth and seventh in the aggregate table: Sport Huancayo, FBC Melgar and Real Garcilaso.
The play-offs decide the national champions, unless one team wins both tournaments. The play-off possibly involves one or two semifinals and the final. There are four possible situations:
1.     Two different teams win the tournaments and are not classified first or second in the aggregate table, but in the first nine. In this case, the two winners of the tournaments and the two teams classified first and second in the aggregate table would qualify for the semifinals, to be played in two legs. The winners of the semifinals would qualify for the final, also to be played in two legs.
2.     Two different teams win the tournaments and one of them is classified first or second in the aggregate table, while the other is not. This was the situation in 2019. In this case, the team which won a tournament and is classified first or second in the aggregate table (Deportivo Binacional) is directly qualified for the final and only one semifinal is to be played, between the winner of the other tournament (Alianza Lima) and the team classified first or second in the aggregate table which is not the winner of any tournament (Sporting Cristal). The semifinal and the final will be played in two legs.
3.     Two different teams win the tournaments and are classified first and second in the aggregate table. In this case, both teams will qualify for the final, and no semifinals are played. The final will be played in two legs.
4.     The same team wins both tournaments. In this case, they are crowned champions and no play-off is played.

In the play-off semifinals, Alianza Lima won 1-0 over Sporting Cristal at home and then drew 1-1 away, therefore qualifying for the play-off finals with 2-1 on aggregate.
In the first leg of the finals, Deportivo Binacional won 4-1 at home, despite Alianza Lima taking an early 1-0 advantage. The red card shown to Anthony Rossell (Alianza Lima) in the first half (30’) changed the game completely in favor of Deportivo Binacional. In the second leg, Alianza Lima won 2-0, but it was not enough, and Deportivo Binacional were surprisingly crowned national champions for the first time, winning 4-3 on aggregate. It was their only second season in professional football, as they promoted to the Peruvian First Division in 2018 as champions of the 2017 Copa Peru. It was the second consecutive year that Alianza Lima lost in the finals; in 2018 they lost to Sporting Cristal.

Compulsory use of young players (“bolsa de minutos”)

For the Apertura and Clausura tournaments, each team had to use one or more players born in 1997 or after for a total of at least 2000 minutes in each tournament. As there were 17 matches, it means that a young player had to play 90 minutes (the entire game) in each round, on average, and another young player should play about 30 minutes in each game, on average. Each team should also use a player (or more) born in 1999 or after for a total of at least 750 minutes in each tournament, meaning about 45 minutes in each game, on average. These minutes are included in those 2000 minutes, so normally a team should have at least two young players in the field, one born in 1997 or after, who should play almost the entire game, and a second one, born in 1999 or after, who should play at least one half. If these requirements had not been met, points would have been deducted.

The Apertura was the first tournament of the 2019 Peruvian First Division (Liga 1 Movistar). Each team played each other once (single round-robin), a total of 17 matches. It started on the 15th of February and ended on the 11th of June.

[1] For important games, Sporting Cristal, Universidad de San Martín and Sport Boys used the much larger Nacional Stadium as their home ground.
[2] Deportivo Municipal played their home games at Estadio Segundo Aranda Torres in Huacho and sometimes at Miguel Grau stadium in Callao or Nacional Stadium in Lima because their regular stadium in Lima, Iván Elías Moreno, was undergoing improvement works.
[3] During the first rounds of the Apertura, Universidad Técnica de Cajamarca played their home games at Germán Contreras stadium in Cajabamba and sometimes at Cristo El Señor stadium in Cajamarca, because their regular stadium in Cajamarca, Héroes de San Ramón, was undergoing improvement works.
[4] Unión Comercio played some of their home games at the IPD de Moyobamba stadium.
