Competition details and format
The Estonian Second League B, or Teine Liiga B (in Estonian), represents the fifth tier in the football system of Estonia. It was introduced in 2025 as an intermediate level between the Second League (fourth tier) and the Third League (former fifth tier, now sixth tier), consisting of two groups (North-West and South-East), similar to the previous Second League. On the other hand, the new Second League consists of a single group of teams. It means that the Second League B is the highest tier in Estonia where teams are divided in groups. The season started on March 2025 and ended on 27 November 2025 with the last match of the play-offs. Tallinna FC Smsraha (winners of the South-East Group) were the league champions, winning 1-0 over Tallinna FC Zootos (winners of the North-West Group) in the championship play-off final. Saue JK (fourth in the North-West Group) won the promotion play-offs and promoted to the Second League along with the two above-mentioned group winners.
There were 28 teams competing in the Second League B in 2025, equally divided into the 2 geographical groups: South-East (Lõuna-Ida, 14 teams) and North-West (Põhi-Lääs, 14 teams), although one team from the North-West Group withdrew, so technically only 27 teams remained. The competition format was established as a double (home and away) round-robin championship, each team playing all other teams twice, once at home and once away, a total of 26 rounds. The winners of every group promote directly to the Second League, and the runners-up may be involved in a promotion play-off, while the bottom classified teams (usually the last two) are relegated to the Third League at the end of the season, and another team (the 12th classified) may be involved in a relegation play-off. They are to be replaced by teams relegated from the Second League and teams promoted from the Third League.
Despite its name, the South-East (Lõuna-Ida) group consisted of teams located in the eastern part of Estonia, but also in the North (Tallinn area). The season was divided into two parts, separated by a summer break (second half of June and July), which was also a transfer window period. The first part of the season (including 13 rounds) started on 22 March 2025 and ended on 16 June 2025, with some postponed matches played later, until 27 July 2025, while the second part of the season (including the remaining 13 rounds) started on 30 July 2025 and ended on 26 October 2025. Play-offs continued however until 27 November 2025. Matches were played mostly on Saturday and Sunday afternoons, while very few matches were scheduled mid-week.
In the South-East Group, the main contenders for promotion were Tallinna FC Smsraha, Jõgeva SK Noorus-96, and Raasiku FC Joker, which started very well, and were classified first, second, and third after the first part of the season. Tallinna FC Smsraha had a very good first half of the season, with 11 wins and 2 draws in the first 13 matches. At summer break, they were 5 points ahead of Jõgeva SK Noorus-96 in second place and 6 points ahead of Raasiku FC Joker in third place. These teams were likely involved in the fight for promotion. Maardu Linnameeskond II ja FC Starmedia ÜM, Paide Linnameeskond III, and Võru FC Helios were also close to the top spots. In the second half of the season, despite two defeats, Tallinna FC Smsraha succeeded to maintain their top spot and to obtain direct promotion to the Second League, although the gap to the second place Raasiku FC Joker came down to only 3 points in the end, so the battle for the first place continued to the very last round, also because Raasiku FC Joker would have had the advantage of head-to-head matches in case of a tie on points. Therefore, in the last round, Tallinna FC Smsraha had to get at least one point to be sure to stay on top, and they actually won 2-1 away at Jõgeva SK Noorus-96, one of the initial contenders for promotion. Raasiku FC Joker came second, and qualified for the promotion play-offs, but they lost to Saue JK in the play-off semifinal and did not promote. Maardu Linnameeskond II ja FC Starmedia ÜM had an exceptional second half of the season, with 12 consecutive wins in the last 12 rounds, but it was not enough to catch the top two teams, finishing 3 points behind Raasiku FC Joker. Jõgeva SK Noorus-96 lost the pace towards the end of the season and dropped down to fourth place in the end, while Paide Linnameeskond III finished fifth.
JK Kuusalu Kalev, Kohtla-Järve Linnameeskond, FC Kose and Viljandi JK Tulevik II were the teams initially considered as most likely to be involved in the fight to avoid relegation. After the first half of the season, JK Kuusalu Kalev were last, winning only one game out of 13, but that also was due to the fact that they played almost all their matches on the road in the first half of the season. They were one point behind Kohtla-Järve Linnameeskond, which had a similarly poor performance. FC Kose were six points above the relegation line, and two points behind Viljandi JK Tulevik II. FC Kose were in the same situation as JK Kuusalu Kalev, playing most of their matches on the road in the first half of the season, and they climbed up the table in the second half of the season. Kohtla-Järve Linnameeskond had a long run of negative results and were relegated long before the season ended. JK Kuusalu Kalev, playing most matches at home in the second half of the season, were able to catch Viljandi JK Tulevik II on points. The decisive match between the two teams was played in the last round, when JK Kuusalu Kalev (3 points behind Viljandi JK Tulevik II) had to win at home to a difference of more than 2 goals over Viljandi JK Tulevik II to overtake them in the table, given that their opponents had won 5-3 in the first game between these two teams, and a tie on points would have been decided by the head-on-head matches. However, JK Kuusalu Kalev won only 4-3 and remained second to last in the table and were therefore relegated to the Third League, while Viljandi JK Tulevik II remained in the Second League B, as there was no promotion / relegation play-off.
