Competition details and format

 

The Peruvian First Division (Primera División in Spanish) is the main football competition in Peru and the top tier of the football system in Peru. Since 2019 it has been officially called Liga 1 and in 2021 it has become Liga 1 Betsson for sponsorship reasons. Primera División is however the generic name and it was the 107th edition under this name in 2023. Alianza Lima were the defending champions, as they had won back-to-back titles in 2021 and 2022, but lost the season final to Universitario de Deportes, which won 3-1 on aggregate and became champions for the 27th time, 10 years after their last national title.

The number of participants was 19, as in the previous season (2022), but it is going to be reduced to 18 for 2024. This was the first season when VAR was introduced, starting with the Clausura.

The political crisis in Peru and the problems regarding TV rights had effects on the start of the competition. The season should have started on 20 January 2023, but the first two rounds of Apertura were postponed due to political and safety reasons. The authorities did not approve the matches to be played, because the state of emergency was still in force. The authorities eventually agreed for the matches of the third round to be played behind closed doors, starting on the 3rd of February, but only three matches were actually played (out of nine), because eight clubs (Alianza Lima, Universitario de Deportes, FBC Melgar, Cienciano, Cusco FC, Deportivo Binacional, Deportivo Municipal and Sport Boys) disagreed with the Peruvian Football Federation regarding the TV rights, and six of them refused to play, while the other two (Universitario and Sport Boys) broadcasted their matches on free social networks. The situation normalized in the following rounds.

The competition is organized by the FPF (Federación Peruana de Fútbol – Peruvian Football Federation) with the help of the ADFP (Asociación Deportiva de Fútbol Profesional – Professional Football Sports Association). Matches are played mainly in week-ends (Friday to Monday) and are broadcasted by Liga 1 Max and Gol Perú (Gol TV) with very few exceptions.

The Peruvian First Division is divided into two tournaments, Apertura (played in the first half of the year) and Clausura (in the second half of the year). In the Apertura, all teams play against each other once (single round-robin). In the Clausura, the teams play once more against each other (single round-robin), in the same order as in Apertura but in reversed location. Between the two tournaments there is a short mid-year break, which is also used as a transfer window. The tournaments are usually followed by a decisive play-off between the winners of the tournaments and the teams classified first and second in the aggregate table (if different from the winners of the tournaments) to establish the champions. In the event that the same team wins both tournaments, they are crowned champions and no play-off is played.

Therefore, the first tournament to be played was the Apertura. The tournament eventually started on the 3rd of February 2023, with matches of round 3 behind closed doors, after the first two rounds had been postponed due to the ongoing political protests and political instability. Defending champions Alianza Lima won the Apertura on 28 May 2023, after defeating Deportivo Binacional by 6-1 in round 17, enlarging the gap to 8 points between them and second classified Universitario de Deportes (which had lost 1-0 to UTC Cajamarca) with two rounds to go. As winners of the Apertura, Alianza Lima qualify for the play-off semifinals if they are among the top nine in the final aggregate table, and they might qualify directly for the finals if they are classified first or second in the final aggregate table. The Apertura winners also qualify for the next year Copa Libertadores. Apertura ended on 11 June 2023.

The second tournament was the Clausura, which began on 22 June and ended on 29 October. Points earned during Apertura were not carried over in Clausura. The use of VAR has been introduced in the Peruvian First Division in this tournament. The winners of Clausura have the same status as the winners of Apertura, so they also qualify for the play-off semifinals if they are among the top nine in the final aggregate table and might qualify directly for the finals if they finish first or second in the aggregate table. The Clausura winners also qualify for the next year Copa Libertadores. With one round to go, Universitario de Deportes had one point ahead of FBC Melgar, two points more than Alianza Lima and three points ahead of Sporting Cristal and ADT Tarma. In the last round of Clausura, on 29 October 2023, Universitario de Deportes won 2-0 at home over Sport Huancayo and therefore became the winners of the tournament, maintaining the gap between them and the other teams. Because they were also second in the aggregate table, they qualified directly to the play-off finals, the same as Alianza Lima.

The final aggregate table (Apertura + Clausura) is very important. The teams classified first and second in the aggregate table would qualify for the play-off semifinals even if they did not win either tournament and therefore have a chance to become national champions. If the teams finishing first or second in the aggregate table are also the winners of any tournament, they will qualify directly to the play-off finals. Alianza Lima remained on top of the aggregate table and, as winners of Apertura, they qualified directly to the play-off finals. Sporting Cristal and Universitario de Deportes struggled both to win the Clausura and to classify second in the aggregate table, to qualify for the play-offs. Eventually Universitario de Deportes won the Clausura and classified second in the aggregate table, therefore they also qualified directly to the play-off finals.

The aggregate table also decided the relegation. The three teams with the worst overall record (classified 17th, 18th and 19th) were relegated to the Second Division. Academia Cantolao had a very poor season and they were mathematically relegated on 28 September, when Unión Comercio and Deportivo Binacional drew 2-2 in round 16 of Clausura, and therefore the point obtained by Deportivo Binacional (first above the relegation line) meant that the gap between them and Academia Cantolao increased to 13 points, impossible to recover in the 4 games that Academia Cantolao still had to play. In the same round, on the next day, 29 September, Deportivo Municipal were also relegated, as they lost 2-0 away at Sport Huancayo, and they were 10 points away from Deportivo Binacional, with only 3 games in hand. Deportivo Municipal struggled with financial issues, they were deducted 5 points by the FPF committees and had a negative run of 12 consecutive defeats in Clausura, which sealed their fate. Unión Comercio, Deportivo Binacional, Sport Boys, Alianza Atlético, Atlético Grau and UTC Cajamarca were the other teams involved in the fight to avoid relegation. With one round to go, Unión Comercio were below the relegation line, one point less than Sport Boys (which had been deducted 4 points for irregularities) and two points less than Deportivo Binacional. However, in the last round of Clausura, on 29 October, Deportivo Binacional lost 2-1 at home to FBC Melgar, and were relegated, because both Unión Comercio and Sport Boys succeeded to win their matches and overtook them.

The possible remaining berth(s) for the Copa Libertadores and all teams to participate in the Copa Sudamericana were to be established according to the final ranking of the aggregate table. Alianza Lima, as winners of Apertura, Universitario de Deportes and Sporting Cristal, clearly among the top three in the aggregate table, were qualified for the next year Copa Libertadores long before the end of Clausura. FBC Melgar made sure of the fourth place (and last berth to Copa Libertadores) in round 17 of Clausura, when they won 2-1 over Carlos A. Mannucci, while Sport Huancayo lost 2-0 to Sporting Cristal. Therefore, the gap between FBC Melgar (fourth) and Sport Huancayo (fifth) increased to 7 points with two rounds to go. Sport Huancayo and ADT Tarma came fifth and sixth and were sure of a berth to the next year Copa Sudamericana with two rounds to go as well. Deportivo Garcilaso, Cusco FC, Universidad César Vallejo and Cienciano fought for the two remaining berths to the Copa Sudamericana to the last round. Despite losing to Alianza Lima in the last round of Clausura, Deportivo Garcilaso maintained their seventh place and qualified for the next year Copa Sudamericana after their first appearance in the Peruvian First Division. In a decisive head-to-head match in the last round of Clausura, on 28 October, Universidad César Vallejo won 3-1 over Cusco FC to snatch the eighth place and the last berth to the next year Copa Sudamericana.

The play-offs decide the national champions, unless the same team wins both Apertura and Clausura. The play-offs possibly involve one or two semifinals and the final. There are four possible situations:

1.     Two different teams win the tournaments and are not classified first or second in the aggregate table, but in the first nine. In this case, the two winners of the tournaments and the two teams classified first and second in the aggregate table would qualify for the semifinals, to be played in two legs. The winners of the semifinals would qualify for the final, also to be played in two legs.

2.     Two different teams win the tournaments and one of them is classified first or second in the aggregate table, while the other is not. In this case, the team which won a tournament and is classified first or second in the aggregate table is directly qualified for the final and only one semifinal is to be played, between the winner of the other tournament and the team classified first or second in the aggregate table which is not the winner of any tournament. The semifinal and the final will be played in two legs.

3.     Two different teams win the tournaments and are classified first and second in the aggregate table. This was the case in 2023, when both winners of the tournaments, Alianza Lima and Universitario de Deportes, classified first and second in the final aggregate table. In this case, both teams will qualify for the final, and no semifinals are played. The final will be played in two legs.

4.     The same team wins both tournaments. In this case, they are crowned champions and no play-off is played.

Almost one third of the teams, 6 out of 19 are from the Capital Region – 4 from the Province of Lima and 2 from the Province of Callao. The department of Cusco has 3 teams (Cienciano, Cusco FC and Deportivo Garcilaso). Three departments have two teams each: Junín (Sport Huancayo and ADT Tarma), La Libertad (Universidad César Vallejo and Carlos A. Mannucci), and Piura (Alianza Atlético and Atlético Grau). Foreign players

 

Each team is allowed a maximum of 5 foreign players in the squad, who could all play simultaneously in the field. A foreign player could be replaced in the roster by another foreign player only during the larger mid-year transfer window. If a foreign player receives Peruvian citizenship during the course of the year, he would still be counted as a foreign player throughout that year.

Most foreign players are from South American countries, especially Argentina, Colombia, Uruguay and Paraguay. Many of the foreign players are strikers and are usually among the top goalscorers of the competition.

 

Compulsory use of young players (“bolsa de minutos”)

 

Starting with 2023, the use of young players is no longer compulsory.

 

Apertura

 

Apertura was the first tournament of the 2023 Peruvian First Division (Liga 1 Betsson). Many of the matches in round 3 were not actually played, because many teams disagreed with the Peruvian Football Federation regarding TV rights and chose not to show up, so their opponents were awarded 3-0 wins. The situation normalized in the following rounds. Matches were usually played in week-ends (Friday to Monday). Clausura

 

Clausura was the second tournament of the 2023 Peruvian First Division (Liga 1 Betsson). It started on 22 June 2023 and ended on 29 October 2023. The teams played once more against each other (single round-robin), in the same order as in Apertura but in reversed location. Matches were usually played in week-ends (Friday to Monday). Points earned during Apertura were not carried over in Clausura. The use of VAR has been introduced for the first time in Peru in this tournament. Universitario de Deportes won the Clausura after winning 2-0 over Sport Huancayo in the last round, on 29 October, maintaining the one-point gap between them and second classified FBC Melgar.
